The experiment of electricity saving by reversing the clock by one hour from May 01, to October 31, 2008 during the summer season has miserably failed. There were no signs of electricity savings as the public continued to suffer long hours load shedding during the days and nights.
The government, instead of generating sufficient electricity to meet the country's demand, resorted to foul means for electricity conservation by:
i) reversing the clock by one hour in summer season (May 01 to October 31, 2008).
ii) making the electricity out of reach of the common man by enhancing its tariff as if the poor segment of the society will abandon its use so that unconsumed electricity will become surplus for use of the privileged class of the society.
The government failed on both these counts. No relief could be provided to the public by this way.
As a matter of fact, electricity is massively consumed in the urban areas for domestic, commercial and industrial uses, whereas in rural areas which are inhabited by more than 65% of the population, life remains unaffected.
The village people having simple life style rise early in the morning and go to sleep early at night without seeing the clock. Therefore electricity consumption remains low in the rural areas as compared to city life. The change of clock in summer and its reversal in the winter seriously disturbs their prayer timings and lays stress on their life style.
Majority of the people did not adopt clock reversal method except government functionaries as such it could not gain acceptability by the common man. The government is well advised not to resort to clock reversal timings in future for electricity conservation because this experiment has failed twice. The working timings may, however, be adopted as under:
i) Summer season - from 8:00 am to 3:00 pm.
ii) Winter season - from 9:00 am to 5:00 pm (with one hour break for lunch and prayer) By this method, change of clock twice during the year will not be required.
