Sindh Education Department has devised a plan to establish 93 adult literacy centres in every district of the province for promotion of education sector.
In this connection, the government has already set EFA (Education For All) units in all 23 districts of province and each unit would monitor 93 literacy centres, which would be established in different Talukas of district, the official sources at Sindh Education Department told Business Recorder on Wednesday.
They said that the department had prepared PC-I of the project and sent the summary of report to Islamabad for approval. In July 2007 the then Sindh Education Minister separated literacy from Non-Formal Education Secretariat and directed to improve adult literacy rate but all go in vain, they said.
They said that the current adult literacy rate in Sindh is 52 percent and the department has set a target to improve the literacy rate up to 85 percent till 2015. There is need of Rs 5663 million to start the project in all over the provinces, they said.
They said that the department has estimated funds required for each centre in a year is Rs 50,000 during first two years and it would be increased in 2010 up to Rs 55,000 for the next three years and Rs 60,500 from 2013 to 2015.
They said that government could not afford expenses of the whole project and in this regard this program would be launched on public-private partnership basis. The government would hire supervisors to supervise these literacy centres adding each supervisor would check the working of 20 literacy centres. They said that the government has fixed Rs 2,000 for the teachers, who would teach the students and Rs 10,000 for the supervisors. It was decided that one teacher would be appointed for one centre and there should be 20 students in each literacy centre, they said.
They said that the academic year would be divide into two cycles and each cycle is constituted of six months. The department would provide all type of learning materials to students at learning centres including three books, three copies and school bags in each cycle, they said. They said that the education department would provide black board with stand chalk, dusters, signboard with hook, steel cupboard, teacher chairs, mats, and call bell at each literacy centre for students of morning shift. Classes for the students those who are doing jobs would be held in evening at nearby schools, they said.
They said that the education department is working on six point agenda that is ensuring early childhood education, to promote universal primary education, improve adult literacy rate, to fulfil earning needs for youth and adults, reduction of gender disparity and provision of quality education for all.
