Pakistan Muslim League (N) has put off the submission of 19th amendment in Parliament and decided to include all the sections of Charter of Democracy (CoD) in the 18th amendment bill which will be tabled in the parliament shortly.
"CoD is providing complete procedure for restoration of judiciary, appointment of judges of higher judiciary and Election Commission and we will include this in the 18th Amendment bill", said Mian Nawaz Sharif, Quaid of PML-N here Tuesday, while addressing a press conference, after the Central Working Committee (CWC) and Parliamentary Party of the PML-N met in Punjab House under his chairmanship.
Nawaz Sharif was flanked by top PML-N leaders, prominent among them were Raja Zafarul Haq, Iqbal Zafar Jhagra, Ishaq Dar, Ahsan Iqbal, Khwaja Asif and Tehmina Daultana. Nawaz Sharif said he and Benazir Bhutto discussed the CoD in Jeddah and there was complete unanimity of views on the restoration of judiciary, ensuring the supremacy of constitution and strengthening democracy. An independent judiciary could steer Pakistan out of present crises, he added.
After this document two more documents were signed on March 9, (Murree Accord) and August 5 (Islamabad Declaration), which were not honoured by Asif Zardari, he said, adding neither judges were reinstated nor 17th amendment was repealed and the sword of National Security Council is still hanging on Parliament. Still some uniformed persons are making decisions of country.
Nawaz Sharif said that PPP and PML-N endorsed the CoD so that the people could be empowered. He said the constitution was always violated by the dictators to serve their own agenda and that the creation of Pakistan was not meant to give indemnity to dictators and Martial laws.
"We have no interest in government nor we have demanded any post, we want one thing ie to restore judiciary and give parliament complete sovereignty for the sake of the people of Pakistan", he said, adding that country's who attained prosperity were based on independent judiciary and sovereign parliament. He said that it is time to correct the past mistakes and remove the ills in our political system, otherwise time will leave us far behind.
Nawaz announced his party's full support and participation in lawyers' Long march on March 9, saying that like previous long marches people from all walks of life will make this march successful and decisive. "More than two million people spent whole night under open sky to hear US President Obama after taking oath, then why people of Pakistan will not come out to change the destiny of nation", he asked.
He asked people to come out on streets to change the system of country and bail out the country from the present economic and law and order situation, saying "PML would play active role for restoration of the judiciary as country has no future without restoration of the sacked judges", he said.
He said that the movement launched for restoration of democracy and judiciary will be taken to its legitimate and ultimate destiny. "Every segment of the society, including political workers, lawyers, journalists and civil society have rendered sacrifices and we are proud of this struggle and it will definitely change the scenario of Pakistan", he said.
He said that his party has handed over its bill of 18th constitutional amendment to PPP. "We don't want to derail the government but aspires for the real democracy. Responding to a question regarding the government plea for a consensus bill, Nawaz Sharif said that what type of consensus they want in repealing the 17th Amendment, when the party (PML-Q), which was behind the 17th amendment tabled a bill in the parliament for its abolition. "There is complete consensus on this issue in every political party so they have to abolish it", he added.
Giving an example of past, two time former prime minister said that in his second tenure he abolished article 58 (2) b in just 20 minutes and now what is the hurdle before the government.
He said that PML wants to see Pakistan as a strong and stable democracy, working under the institutions not under personalities. "During last six decades we have failed to establish institutions and people were driven by the force of gun by military dictators, which resulted in socio economic destruction of the country," he said, adding that other nations who attained freedom after Pakistan have transferred the fruits to their people, but in Pakistan people were deprived.
