In the pre-budget debate in the 11th session of the Punjab Assembly here Wednesday there was a consensus that agriculture was the back bone of the economy and steps to improve it must be taken. The legislators gave special emphasis on the development of health and education sectors on the occasion and wanted the civilian governments to put extra emphasis on these sectors.
Dr Musarat, MPA averring on the subject said that eight big technical centres should be established so that training could be imparted to make the people stand on their feet. She averred that on the pattern of Germany, Solid Waste Management Centres should be made here. The legislator wanted the provincial government to establish monitoring cells at Union Council level.
MPA Major (Retd) Rehman said that those departments that do not spend development funds should be penalised He emphasised on the completion of Jaranwala-Lahore Road. He said that the public should be invited through e-mails in the pre-budget debate. He demanded that Syed Wala Bridge be completed. He said that Water Conservation Funds should be established.
Malik Ahmad Hassan in the debate pointed that there was deficiency in our planning matters. He said that doctors should serve the masses at their doorsteps. MPA Ahmad Khan Baluch averred that agriculture should be made an industry in the country. He said if water, fertiliser and electricity is provided to the farmer there would be a revolution in the Country.
MPA Samia Amjad said that Woman Empowerment Centres should be established here. She said there should be improvement in the Fire Brigade System. She demanded establishing of drug testing lab in Multan on the occasion. MPA Sidho Tahir dilated that wheat should be bought prior to cutting. He said small dams should be built to supplement the development efforts.
MPA Mohsin Leghari said that there was a gap of air pressure in certain areas between Balochistan and Punjab and electricity should be provided in these areas. He demanded that solar energy be made in the country. He demanded establishing an institution on the pattern of Ghulam Ishaq Khan Institute in D.G. Khan. The MPA demanded establishing of a cadet college in his area.
A minority MPA on the occasion demanded that fund of minorities should be doubled. MPA Mehr Muhammad Fayaz on the occasion demanded computerisation of the revenue record. He urged for completion of tehsil complex to be built in Dina. Rai Aslam Kharal said that there should be equitable distribution of powers and sources in the province.
Amina Butar MPA demanded that there should be water filtration plants as hepatitis was on the rise in Punjab. She said hepatitis vaccines should be available in rural areas. The MPA demanded that Chiniot dam be built. She demanded establishing solar centres. She demanded that education system in schools be improved. An Adjournment Motion on Qabza Group by MPA Muhammad Naveed Anjam was kept in pending. The House adjourned later on.
