Government of Punjab, Agriculture department (Marketing Wing) has taken revolutionary measures to meet the objectives of good governance and simplified the procedure for issuing license and collection of market fee. Under new procedure only dealer and trader who wishes to work within notified market area may obtain license within very short time.
The market committee now would grant license immediately without any delay for a period of three years after receiving complete application and making necessary scrutiny. The renewal of license has also made very simple. After receiving complete application along with prescribed fee through bank challan, the market committee would renew license immediately for a further period of one year.
The license could also be got renewed after expiry of grace period of 30 days and within further period of two months after depositing prescribed late fee. Under the new procedure an aggrieved person has been provided a right to appeal if his license has been cancelled. Within one moth of cancellation of license he may refer to an appeal to Extra Assistant Director of Agriculture (E&M) of the district. Moreover, right to appeal has been provided against the decision of EADA (E&M) before the concerned District Co-ordination Officer.
In case a committee fails to grant or renew a license within 30 days and does not refuse an application, it shall be deemed that license has been granted or renewed. In order to discard duplication of charging market fee the department has decided to levy fee only on licensee of agricultural product and any subsequent transactions of same product have been exempted from market fee.
Now an official not less than rank of an Inspector could conduct Ist assessment survey. The official concerned shall submit his assessment report to Secretary Market Committee within 15 days after expiry of period for the assessment survey. The Secretary Market Committee could not order the payment of balance amount without issuing notice to the assessee if he believes that paid market fee is less than the assessed amount. An aggrieved person has been provided two rights of appeal against assessment.
He can appeal to EADA (E&M) and if not satisfied then to concerned DCO of the district. The new procedure has made the procedure of issuing license and collection market fees more transparent. It would also pave the way to curb inordinate delay in issuing license and end malpractice in making assessment surveys and collection of market fee.
