The Punjab Law Minister Rana Sana Ullah told the House Tuesday that there was no decision on the shifting of Nato depots to Punjab as there was no deliberation regarding it between them and the Federal Government. The Minister averred that they respected the collective wisdom of the Assembly and were solving the issues in that direction.
He summed up the debate on Law & Order in the Province, and declared that they have identified 360 groups of proclaimed offenders in the Province, out of which 100 gangs had been arrested. He undertook to make Punjab Province, the hub of peace on the occasion.
Prior to his speech, Umar Hayat Kathia walked out of the Assembly but later returned. MPA Sher Ali on the occasion averred that Police Rules were made in 1924, then after 78 years in 2002 'Police Order' came and if there are some deficiencies in it, they should be improved. He said specialisation should be adopted in portfolio of police.
Ijaz Ahmed Khan MPA said that there was difference between investigation and operation and lacunas in this direction should be removed and the system improved. He said there should be improvement in the training of police and there should be departmental tests in this regard. Ijaz Ahmed Khan MPA said that people of Pakistan were not interested in the so called terrorism. He demanded of the government to call a national conference on anti terrorism and FATA.
Ahmed Khan Baluch said that death penalty should be done away with and the swindlers should be severely dealt with. He said that foreign investors would not could come in the region when there is law & order problem. Amina Buttar MPA in the debate averred that unless there was economic well being and prosperity in the region, law & order would not improve. The Punjab Consumer Protection(Amendment) Bill 2009 was disposed off as the Law Minister Rana Sana Ullah Khan said that they would bring improvements in this regard.
A Resolution by MPA Nighat Nassir Sheikh about increasing the honorarium from Rs 250 to Rs 500 was passed on the occasion. On a Resolution by MPA Tayaba Zamir regarding allotment of land to young lawyers' chambers in various districts was passed on the assurance by the Law Minister Rana Sana Ullah that this would be done provided land was available in the districts.
On a Resolution by MPA Farah Deeba regarding transport facilities to Women, the Resolution was kept in pending. In the question hour, Parliamentary Secretary Razak Dhillon, answering a question about Local Government said that the Government would phase wise restore the Lahore-Multan Road.
