Chief Controller of Buildings Manzoor Qadir has said that preparations have been made at official level to deal with the menace of irregular constructions and violative construction activities. In this regard, he said, a summary has been sent to Sindh Government seeking establishment of KBCA Court and Police Station while approval has been sought for new appointments to meet the shortage of technical staff.
He stated this while addressing a meeting of KBCA officers held in the committee room on Wednesday. He observed that illegal builders and developers are involved in constructions in violation of building bylaws and their number is about 70 per cent of the total number of builders, while builders having legal status are only 30 per cent who are the members of Association of Builders and Developers.
CCOB was confident that establishment of KBCA Court and Police Station, and magisterial powers entrusted to KBCA officials would be of great help, administratively and legally, in effectively dealing with construction irregularities, resolving disputes between builders and allottees and actions taken to get illegally constructed buildings vacated from the residents.
He pointed out that difficulties are faced because of shortage of technical staff in the sections set up at the level of Towns and in this regard a recommendation has been made for recruitment of 400 technical staff. The Chief Controller told the officials that it is also the KBCA responsibility to check illegal constructions in Katchi Abadis.
He said that in regularised Katchi Abadis, ground plus two is the limit for approval of building plan while KBCA is also empowered to take legal action against all public sale projects with additional floors in these regularised or without layout plan katchi Abadis. He said that with KBCA Court and Police station these sort of problems could also be checked.
