The claims of Sindh governments for the last 20 years about promoting industrialisation and safety measures seems to be hollow as there are only two inspection officials for more than 1700 boilers across the province, it is learnt.
Due to non-inspection of these boilers, many incidents of boiler blast that had claimed the precious lives, have occurred. However, the authorities concerned have turned a deaf ear to issue and the concerns constantly being voiced by the labourers, official sources in Industries Department told Business Recorder on Thursday.
They said that not a single precautionary step had been taken since decades, while dozens of labourers had lost their lives in boiler blast cases. Sindh province has two boiler inspection officials Anwar Ali, Chief Inspector and Sultan Hassan, Inspector.
According to the rules, the factory owner has to go through third party inspection certificate, submit manufacturers data report and design detail, hydrostatic data record, stress relieving record, scam orientation and weld marking, radiographic inspection report, rubbing of boiler stamping, copy of certificates of platter, tubos, staybracer, socket, nozzles and flanges.
"But, the owners of the industries grease the palms of inspection officials on monthly or quarterly basis and these officials are always seen in the office instead of going to fields for the inspection," they said.
The industrialists pay more than Rs 10,000 to the officials concerned to save huge money to be spent on repair and maintenance of the boilers", they added.
The officials viewed that most of the factories had installed substandard boilers years ago and the employees operating it had no expertise, while their inspection could not take place due to their influence on grade 16 officers.
