The Provincial Minister for Education Pir Mazharul Haq who is also Pro Chancellor of Sindh University (SU) has urged the universities to work hard and devise comprehensive strategies to upgrade quality of education, maintain discipline and also transfer valuable traditions to the youngsters.
He was presiding over 32nd meeting of Senate of the University of Sindh, which was attended by Professor Emeritus, members of Syndicate, members nominated by Governor, Syndicate, Government of Sindh and Higher Education Commission, Heads and senior Professors of various institutes and departments.
The minister said that University of Sindh was the first University of the province established with high hopes to provide education to youth of remote areas of Sindh and added that bill for the Sindh University at Sindh Assembly had been moved by his grandfather Pir Illahi Bux as minister for education.
He said that although congress members in assembly opposed Sindh University bill but the bill was passed with majority of members, adding that Sindh University has earned name and respect due to its great traditions and quality of education.
Speaking on the occasion he stressed the university to create its own resources for the development instead of depending on the grants, though government is fully committed to providing funds to the development of educational institutes.
Moreover, the minister said that the University of Sindh along with English and Urdu languages has to correspondence in Sindhi language in light of syndicate resolution passed in 1972.
He said that University of Sindh should develop ideas for different schemes to increase its resources and emphasised close contact with industry, Chamber of Commerce and other organisations. Focusing on faculty members the minister said that teachers should be the role model for their students, as they are responsible for the personality development of the students and transferring social values as well, which greatly help enhance metal grooming.
The minister said that matter of encroachments of land of the University would be resolved and announced that he would plead the case with chancellor secretariat about matter for approval of allotting of land for third phase for the University employees. The Vice Chancellor, University of Sindh, Mazharul Haq Siddiqui in his report said University has been trying hard to improve the quality of education and produce research to cater the needs of the society.
Mazharul Haq said that faculty is real soul of the University therefore it is providing facility to the faculty members by sending them abroad for PhD from foreign universities. Furthermore, he said that presently 40 scholars are engaged in their PhD work in different foreign universities while 69 more scholarships for studies abroad have been approved with cost of Rs 491 million.
He apprised on the occasion that the University is planning to launch new disciplines, include department of Industrial Electronics, department of Forensic Chemistry, department of applied chemistry and industrial chemistry and medical physics. He said that the University has already introduced five-year Bachelors of Law, department of Anthropology and Archaeology and Music Chair.
He expressed thanks for the government of Sindh for sanctioning of Rs 150 million for Benazir Bhutto auditorium and establishment of Chair at the University.
Sindh University senate approved the annual budget of Rs1425 million for the year current financial year 2008-2009 with deficit of Rs 306.908 million. The Director Finance of the University Faiz Muhammad Hingoro presented Universitys revised budget for the year of 2007-2008 and estimated budget for the current financial year 2008-2009. Director Finance informed that the University for Year of 2008-2009 estimated income of Rs 1425.044 million while expenditure as Rs 1737.952 million and added that the University would face deficit Rs 306.908 million.
He said that financial picture is so gloomy that it has become difficult to run the University, in June 2008 a deep cut of Rs142 million in the 4th instalment was made at eleven hours, resulting reduction in grant from Rs690 million to Rs548 million during the previous financial year and added that due to cut in grant Rs75 million was borrowed from banks and other liabilities were differed for the current year.
