Pakistan Peoples Party Deputy Secretary General Raza Rabbani has said that Charter of Democracy (CoD) is a document, which ensures a democratic, Federal and progressive Pakistan. In a statement here on Friday, he said that CoD would ensure the supremacy of parliament and maintain the balance of power enshrined in the Constitution.
He said that all democratic forces within parliament should develop a consensus to bring about appropriate legislation for its implementation. The CoD comprised 36 points and to implement the said points, amendments and or new laws/rules were needed to be enacted or promulgated, he said.
Rabbani said 10 of the points would require a Constitutional amendment, 11 points would require new acts of parliament or existing laws to be amended or repaired, while five points required amendments in the Rules of Business of the Federal government. He said the government should start a consultative dialogue with all democratic forces and consider formation of a parliamentary committee for its implementation.
