Instead of facilitator, the National Database Registration Authority (Nadra) may gain the reputation of a detractor as the procedure of getting a Computerised National Identity Card (CNIC) has been made too cumbersome, particularly for those who come from lower strata of society and are uneducated.
People have complained that the staff at Nadra Swift Registration Centres (NSRCs) provides VIP services to the people who avail fast track facility by providing extra fee but no attention is paid to the grievances of general public. People who cant pay extra fee form long queues since early morning at these centres and, more often than not, they return disappointed at the end of the day.
For all intent and purposes Nadra fast track facility is impeding normal CNIC registration process. During a visit to one of these centres, people were seen demanding that Nadra should take serious notice of this situation and treat every citizen on equal basis, irrespective of his status and stature.
The objective of fast track facility was to help the people who do not have time and help reduce long queues but the whole idea, it appears, has become redundant. Those forming the queues are mostly women, senior citizens and poor people who come to Nadras offices to avail free of cost CNIC facility but the registration process is slow due to VIP treatment given to people in fast track facility.
Nadra need to wake up and improve its services for the masses and extend all available facilities to the deprived ones. People were also seen complaining that when Nadra officials mark suspected on the forms, which are submitted for the issuance of CNIC and refers to vigilance team for investigation, the team members ask for unnecessary documents.
They even do not accept the birth certificates issued by town administration and look at them with suspicion. Customer care facilities at Nadra centres are very poor. Staff does not guide people properly and they are made to make repeated calls to get their work done. The staff at these centres is discourteous and unhelpful and basic facilities like shelter and water are also lacking.
