The City District Government Karachi (CDGK), in compliance with a Sindh government's notice, has decided to cancel all promotions/up-gradations of district officers in the various departments, which had been made in violation of Sindh Local Government Ordinance, 2001. Well-placed sources in the city district government revealed this here on Saturday.
According to a notification (No 3249) issued by DCO office on April 21, 2009 the DCO, Karachi, Javed Hanif Khan had directed the Human Resource Department to implement the order of the provincial government. This decision has been taken after the evaluation of recently made promotions of Executive District officers (EDOs), District Officers (DOs) and Deputy District Officers (DDOs) by its Law and Human Resource departments in line with the provincial government's notice, the sources said.
According to the sources CDGK had upgraded, re-designated and created various posts despite a clear ban of the government on up-gradation or creation of the certain posts, which were specific only to the federal and provincial cadres and regulated only through SGA&CD. This may be recalled that the CDGK had made 49 illegal promotions of its officials to high ranks in various departments.
According to the Sindh Government's notice NO SO-V/12-4/2009/1097 dated March 30 2009, issued to the DCO, the actions of the city government regarding implementation of the recommendations contained in the resolution of the city council, dated November 17, 2008 and February 24, 2009, which dealt with reorganisation of "finance and planning group of officers", up gradation, re-designation of post and subsequent promotions of various officers were beyond the delegated powers to the city district government and in violation of the provisions of the Sindh local government Ordinance-2001 and the government policies governing these matters.
Following the violation of Council's Resolution- 420, they alleged that the city government had not only promoted its favourites but also neglected the seniority of its senior officials. Soon after the promotion and up gradation, at least 18 officials had received the benefits while the rest were still in process to get their new ranks and privileges, they added. Violating the law, they claimed, Munawar Imaam (EDO finance) and Muhammad Reehan (DO Recovery) were promoted to grade 20.
The others who were promoted to grade 19 were Muhammad Ashraf, Abdul Jabbar Bhatti, Rashid Nizaam, Nasir Mehmood, Muhammad Baig, Iqbaal Memon. Beside that Reehana Pervez, Hamid Kareem, Farhaan Durrani, Ahmed Nadeem, Anwar Zaidi, Dawood Muhammad, Wasi Usmani, Muhammad Khalid, Mirza Tariq Baig and Abdul Haq were promoted from BPS-17 to 18 while senior ones were neglected.
The City Government, they alleged, violating the law had also created two new posts of Director Land and Local Taxes and Director Administration where Reehan Khan and Muhammad Khalid were given the key post respectively.
