Lahore High Court (LHC) issued notices to the secretary water and power and Wapda for May 12 in a petition against load shedding and change of time to utilise the daylight and directed them to submit their reply by next date of hearing. Earlier deputy attorney general submitted before the court that the cabinet took the change in time unanimously and it is out of the court's jurisdiction being a policy matter.
The court however directed him to inform under what rules of business the cabinet made the decision. A citizen Imtiaz Rashid Qureshi said that the daylight savings is more beneficial in countries located further away from the equator where there is much more daylight in summer than winter. He stated the daylight savings time is usually not helpful in the tropics, and countries near the equator, such as Pakistan.
He submitted that as the decision was taken without a scientific study and not presented before parliament for a house resolution, it is void and of no effect. Petitioner counsel said that no load shedding is done in residencies such as the PM house, house of ministers, parliamentarians, president's house, CM and Governors house and all posh localities in many cantonment areas. He said it was discrimination, which is violation of the Constitution.
