Agriculture experts questioned the results of a latest Gallup Survey, revealing that 96 percent villagers including women have supported early automation of land revenue record to get rid of the Patwar Mafia. According to the critics of the survey, how the illiterate rural folk, especially the rural women, could be well versed with the advantages of automation in a country where the literacy rate is dismal low to 30 percent.
The Gallup Survey Pakistan organised a briefing for the politicians, agriculturists, academicians and other social groups to apprise them of a survey results on public desire for automation of land revenue record management. They surveyor told the participants that extensive survey was conducted on behalf of the government to assess the reasons behind the topsy-turvy situation in the land revenue management.
The general impression gathered by the audience was that the corruption and exploitation of general public by the revenue department would do away with the automation of land record. The participants of the briefing, however, rejected the survey results and pointed out that the rampant corruption in land revenue department was not because of the absence of automation but the presence of corrupt bureaucratic high ups and influential politicians.
They further pointed out that the Patwaris were collecting bribery on behest of their big bosses, who are being patronised by the politicians. They added further that the public complaints against corrupt Patwaris were falling on deaf ear and the Patwaris point out openly that they could not be taken to the task, as they are collecting money on behalf of their bigwigs. The participants suggested the organisers that only change from upside down can bring desired results in land revenue and not the vice versa, what the Gallup survey has emphasised.
