The Lahore High Court Bar Association has constituted three committees including Prisoners Aid and Jail Reforms Committee headed by Rao Nasim Haider Khan and Co-Chairperson Shamsa Ali, Human Rights Committee headed by Rafi Raza Kharal and Co-Chairperson Imrana Parveen Baloch, Free Legal Aid Committee headed by Justice Fakhar-un-Nisa Khokhar (Retd) and co-chairman A. W. Butt.
The members of all these committee have volunteered to look into the pitiable condition of the minors suffering hardships in captivity. The bar has constituted these committees after a report appeared in a section of the press to the effect that a total of 1511 juveniles were languishing in jails. Reportedly 80 percent of these children were kept in jail for minor crimes.
