The Federal Board of Revenue (FBR) has refunded an amount of Rs 3.46 million on account of petroleum development levy (PDL) to the diplomats/embassies during 2008-2009.
In a written reply, Minister of Finance Shaukat Tarin informed the National Assembly here on Thursday that the exemption to foreign diplomats/embassies is granted by the Ministry of Foreign Affairs vide SRO 736(K)/62 on the basis of principle of reciprocity ie the concession as allowed depends upon the concession given to our diplomats in those countries whose representatives (diplomats) get similar concession in Pakistan.
In order to implement exemption so granted, FBR formulated rules and procedures to allow refund of duty and taxes on POL products as similar facilities are received by our diplomats in countries of their duty. During the period 2008-09 an amount of Rs 3.46 million has been refunded to the diplomats/ embassies on this account.
Breakup of refund paid to the embassies in 2008-2009 revealed that the FBR has refunded PDL of Rs 1.096 million to the Embassy of USA by Model Customs Collectorate (MCC), Appraisement Karachi, Rs 0.22 million Embassy of Iran, Rs 0.307 million Embassy of Japan, Rs 0.092 million Embassy of Turkey, Rs 0.013 million Embassy of Poland, Rs 0.095 million British Deputy High Commission, Rs 0.037 million Consulate General of Sri Lanka, Rs 0.041 million Embassy of Russia, Rs 0.057 million Embassy of Kuwait, Rs 0.032 million Embassy of Switzerland, Rs 0.13 million Embassy of Oman, Rs 0.22 million Embassy of Korea, Rs 0.309 million Embassy of Saudi Arabia, Rs 0.068 million Embassy of Italy, Rs 0.046 million Embassy of Thailand, Rs 0.115 million Embassy of UAE, Rs 0.02 million Embassy of China, Rs 0.201 million Embassy of Qatar and Rs 0.366 million has been refunded as PDL to the Consulate General of USA falling within the jurisdiction of Regional Tax Office (RTO), Lahore.
