The Sub-Committee of the Pay and Pension Commission (PPC) of the Establishment Division will submit its report regarding increase in pay and pension of public sector employees within one week, proposing that the increase should be based purely on performance.
This was stated by Establishment Secretary Ismail Qureshi while talking to media here on Thursday after the inaugural session of the second national convention on the Federation of Community Organisation held under the auspices of Rural Support Programme.
Qureshi said that it was time for the government to decide whether to continue with the status quo or bring in competitive people in public sector for good governance in the country. To achieve this purpose, he said that the performance should be the sole criterion for raising salaries of the employees in public sector organisations. He said that total salary bill was around Rs 160 billion and half of it were allowances, while total number of employees in the Federal government was 430,000 and of corporations 370,000.
The people working in special grades of MP-I-II-III are 150, who are drawing a very small portion of the total salary package. Qureshi was of the view that if the concurrent list was abolished by the Parliamentary Committee on Constitution Reforms, headed by Senator Raza, Rabbani, some of the ministries would be transferred to the provinces.
Earlier speaking at the Convention, he said that RSPN had been doing good job on poverty front by facilitating the poor segment of the society. He said that there was need to ascertain figures of the poverty in the country and the government was working on it. The poverty cards would be issued under Benazir Income Support Programme (BISP).
