The Federal Board of Revenue (FBR) has started appointments of sales tax auditors and senior auditors in the Inland Revenue Service (IRS) for carrying out composite audit of sales tax and income tax of Association of Persons (AoPs).
Sources told Business Recorder here on Sunday that the auditors and senior auditors have been re-designated as 'officers' of Inland Revenue. The FBR recently selected 453 cases of AOPs through computerised random balloting for audit for tax year 2008.
The appointments of auditors/senior auditors would help in effective audit of the AOPs across the country. Tax officials have assured that the auditors would be strictly monitored under the audit plan to ensure transparency, without causing harassment to the selected units for audit. In cases of complaint, taxpayers with no serious discrepancy in their records, auditors would not further pursue the cases.
Meanwhile, the second consecutive meeting of the central executive committee of FBR Auditors & Senior Auditors Welfare Association, headed by Muhammad Afzal, was held here to review the overall situation of their promotions and appointments in the Inland Revenue Service. The association, covering over 900 auditors/senior auditors, has not only supported creation of Inland Revenue Service, but is also ready to conduct audit under the guidelines of the FBR and the relevant commissioners of the Inland Revenue. The association has unanimously welcomed formation of Inland Revenue Service and extended its full support for implementation of Finance Amendment Ordinance, 2009. It categorically clarified that the auditors are not party in litigation against IRS with customs or any other department.
In its declaration, it said that Chairman of FBR has addressed the long outstanding issue of promotion by proposing a summary of upgradtion to all auditors/senior auditors and OPS charge of Assistant Commissioner to 25 senior auditors.
The auditors' community has thanked the Chairman of FBR Sohail Ahmed and the tax management for playing a proactive role in resolving their issues. The association observed that the composite audit would facilitate the taxpayers by requiring of them to submit record only once, for all the domestic taxes. This system will save time of taxpayers and will increase their confidence in the tax machinery, the association said.
The meeting was also attended by other senior office-bearers of the association, including Ihsan ullah, General Secretary, Afzal Khan, Senior Vice President, Zarar Haider, Vice President, Muhammad Asif Saeed, Joint Secretary, Ishrat Hussain, Secretary Finance, Sajid, Press Secretary and Fazal ur Rehman, Secretary Co-ordination along with CEC members from all over Pakistan working in different field formations of RTOs, LTUs.
