Beneficiaries of shoulder promotion will be promoted through the departmental promotion committee of Central Police Office Punjab as SP and DSP against vacant posts of their quota on merit.
CPO sources told APP here on Sunday that IGP Tariq Saleem Dogar, in principle, has directed the branch concerned at CPO to prepare working papers of all eligible DSPs and Inspectors for consideration in the DPC for their regular promotion against vacant posts of their quota. The DPC headed by IGP is scheduled to meet during the current month.
It may be mentioned here that Chief Minister Punjab Shahbaz Sharif had taken serious notice of gross violation of the rules and regulations committed in shoulder promotion from DSP to SP and Inspector to DSPs in the province.
A majority of beneficiaries did not fulfil the basic criteria of merit and terms and conditions mentioned in the prescribed procedure. They were given promotion on likes and dislikes of seniors and political influence in violation of the merit policy of the Chief Minister while competent officers were ignored which created discontentment among the entire force. Seven of the DSPs from traffic cadre who were given shoulder promotion as SP against only two vacant posts of SP Traffic include Majeed Muhammad Rana, SP Traffic Bahwalpur,Hamad Raza Qureshi, SP Traffic Sargodha Range, Muhammad Nasir Sial,SP (Operation) Saddr Faisalabad, Muhammad Azhar Gujjar, SP Range Crime, Bahawalpur, Muhammad Sharif, SP (Investigation) Khanewal and others.
As many as 47 DSPs from operation, special branch, investigation, crime, CID, elite and operation wings were also given shoulder promotion as SP for which the CM directed the IG to review on merit and those who did not fulfil the criteria must be demoted to their original ranks.
Additional IGs, RPOs, CPOs and DPOs had already conveyed their reservations to the IG about the eligibility of the beneficiaries.
