The country may lose gas production from the largest Qadirpur gas field as public sector companies, Sui Northern Gas Pipeline (SNGPL) and Enar, have failed to start installation of compressors at the site so far, Business Recorder has learnt. The OGDC has hired the services of these companies to install compressors at Qadirpur gas field without completing the bidding process.
The decline in gas supply from Qadirpur gas field is affecting its availability on SNGPL system, particularly in winter season, due to delay in installation of compressors at the site. This situation may lead to zero gas from Qadirpur gas field if the compressors are not installed by June 2010.
Sources said that SNGPL had accused both Oil and Gas Development Company (OGDC) and Enar of causing delay in starting execution work at the site. According to sources, SNGPL has mobilised workforce after LoI issued by OGDC and has started civil work at the site. "However, award of contract by OGDC is awaited, which is hampering work process on the gas field," sources said quoting concerns of SNGPL MD conveyed to OGDC. Sources said that OGDC had awarded a contract of detailed engineering design to Enar Petrotech without following tender documents which had failed to provide detail engineering of electrical/mechanical and instrumentation works to SNGPL. OGDC has hired the services of SNGPL for construction of civil, electrical and mechanical work at site.
"Enar has provided partial detailed engineering of civil work to SNGPL that was scheduled to be delivered in the last week of December 2009," sources said, adding that it caused a delay in procuring civil material for construction work in a bid to install compressors at Qadirpur gas field. Sources said that SNGPL had not received detail engineering of electrical/mechanical and instrumentation works which was to be provided by Enar in the second week of January 2010. "The delay is impeding procurement and planning of electrical, mechanical and instrument works," sources said, adding that due to unavailability of detail engineering, actual scope of work can not be accessed for planning and execution of the compression project.
