The Home Department Punjab has directed Commissioners and District Co-ordination Officers (DCOs) of various divisions and districts of the province to verify particular of license holders of explosives as well as carry out physical inspection of their premises in the respective areas.
According to an official here on Tuesday, in a letter to Commissioners of Rawalpindi, Sargodha and Dera Gazi Khan divisions and DCOs of Rawalpindi, Chakwal, Jhelum, Attock, Sargodha, Khushab, Mianwali, Dera Ghazi Khan, Kasur, Jhang, Chiniot and Gujranwala districts, the DCOs have been directed to immediately undertake license holders particulars verification exercise wherein they are required to personally visit and carryout physical inspection of the premises of explosive license holders in their respective district and ascertain the record of their documentation and immediately inform the Home Department in case of any discrepancy.
They have also been directed to check the supply chain and license holders with diligence to avoid any security breech, misuse and illegal trafficking of explosives. They have been further directed to constitute three members team headed by DDO (R), SDPOs and SHOs that would be responsible to immediately undertake fact finding exercises of the particulars of the valid explosive license holders in their respective districts. DDO (R), SDPO and SHOs would be responsible to ensure transportation, import and export strictly under relevant rules to check misuse of explosive license by clandestine and cancelled movement of explosive.
The DCOs have the relevant power of search, seizure, destroy, report, and penalise, under rules 105 and 110 of the Explosive Rules 1940. They have been directed to immediately undertake the legal, administrative exercises under Explosive Act 1984 read with Explosive Rules 1940 and send a comprehensive report about their district to the authority concerned by January 25.
