Secretary School Education Department Muhammad Aslam Kamboh, has directed all EDOs (Education) to merge shelterless schools, Masjid Maktab schools and non functional schools before March 31 2010 and shift the surplus staff of these schools to other schools where staff is in shortage.
In a circular addressed to all DCOs, EDOs (Education) and District Monitoring Officers he stated that a large number of shelterless schools and Masjid, Maktab schools are functioning in the same village, Chak or locality where other government primary, elementary or High/HSS School for boys or girls also exist.
Some schools are non-functional due to defective selection of site without potential for feasible enrolment. The competent authority has decided to finish the duplication and redundancy of the system.
The circular states that Masjid Maktab schools without land in the name of government and without purpose-built building of two or more classrooms constructed with government funds will be merged with the regular boys or girls primary school or with a senior level school of the same village, Chak or locality.
These schools may be merged even with girls' schools. The merger will be along with staff, students, records, building, furniture, fixture, land and other assets and liabilities.
If the staff of merged school exceeds from the student- teacher ratio of 40:1, it will be rationalised and posted in other schools where staff is short. Shelterless and non-functional schools will also be merged on the same pattern taking due care of land and other assets. The secretary said that schools functioning in rented buildings will also be merged in the nearest government schools of the distance is within prescribed criteria.
A complete survey of schools falling in the subject categories will be done by EDO (Education) and DMO concerned. They may engage M&EAs, DTEs or other officers for this purpose. The District Education Officers concerned will be the focal persons for schools working under them.
Circular further states that A committee is constituted under the Chairmanship of DCO with EDO (F&P), EDO (Education), District Account Officers and DMO to implement the policy and settle the anomalies. The merged schools will be notified by the EDO (Education) before March 31 2010 and a copy of notification will be submitted before or on due date to the Department. This committee will ensure that the salary of the teachers is not stopped after merger.
