The Pay and Pension Commission (PPC) on Friday recommended that the government should offer separate scales to employees of health, education and judiciary to acquire best human resources for improvement in delivery of basic facilities to people, it is learnt.
Sources said that PPC headed by Dr Ishrat Hussain, finalised its recommendations and proposed at least 15 percent increase in rent of government employees under magnetisation of perks and privileges. The rent will be increased from 45 percent initial basic pay to 60 percent running basic pay.
The final decision with respect to the much awaited increase in salaries of public sector employees would be made according to availability of resources. The final report of the Commission will be handed over to the government before end of March.
A proposed Human Resource Management Division will replace the existing Establishment Division at the Federal government and Services Departments at the Provincial Governments. The Commission will provide a medium term road-map for implementation of the recommendations. The Commission has proposed an institutional mechanism through which the decisions taken by the government on these reforms would be executed, monitored and reviewed.
The recommendations are mainly aimed at improving the delivery of basic services such as education, health, security and administration of justice to common citizens of Pakistan and to bridge the gap between backward and advanced districts of the country.
On the directives of the Cabinet and keeping in view the resolutions of the National and Provincial Assemblies, the Commission has finalised its recommendations that cover a much broader spectrum of governance reforms in addition to adjustments in pay and pension. This was the 12th meeting of the Commission, which also held consultative meetings at each Provincial Headquarter and AJ&K with Chief Ministers and met with the representatives of various service associations.
