A senior Parliamentarian and member of PCCR said the 18th Amendment Bill 2010 would block the way of bad governance, but it could not guarantee good governance. While participating in the debate on the Bill, S.M. Zafar said they had tried utmost to block bad governance through their efforts that they put in the bill, but the constitution could not guarantee good governance.
Good governance is associated with attitude and spirit of the government, he added. "However, now that the work is complete and the Draft amendment bill has been brought before the parliament I fail to understand why it is being passed in such a hurry," he said. He said the Government should have allowed full debate on the bill and if some members wanted to improve upon their recommendations they should have been given a chance.
"In 1973, I had the privilege to be a member of the constitutional committee which was headed by Ghaus Bux Bizenjo and which was engaged in the framing of the constitution," he said. He said that undemocratic forces tried to create obstacles in the way of constitutional reforms but those forces faced disappointment. "Now if the problems of the people are not properly addressed, the Parliament and the Prime Minister shall have to answer public," he said.
"Our next concern was to strengthen the constitutional institutions. Accordingly we have made amendments in the structure, tenure and power of the Election Commission and the Commissioner. This was done to strengthen the Election Commission for holding free, fair and transparent elections," S.M Zafar said.
