Afghan President Hamid Karzai on Saturday appointed a new chief for the insurgency-hit nation's election commission after top officials stepped down over fraud allegations, a spokesman said. "His excellency Fazel Ahmad Manavi has been appointed as the chairman of the Independent Election Commission (IEC)," presidential spokesman Waheed Omar told reporters in Kabul.
