The members of the Balochistan Assembly during Monday's session unanimously approved the Balochistan Local Government Bill 2010 and a resolution demanding protection of rights of home based workers, particularly women. Deputy Speaker Matiullah Aagha presided over the session, which started half an hour late. Provincial Minister for Local Government Abdul Khaliq Bashar Dost tabled the bill.
The Balochistan Local Government Bill, 2010 (Bill No 8 of 2010) for approval and statements of objects and reasons were described that the existing system of local government introduced in the year 2001 with the stated objective to devolve municipal, social and development functions to the district and tehsil level and to decentralise administrative and political authority at the grassroots level had failed to deliver in its stated objective despite full patronage of the federal government and unprecedented flow of funds.
It further said that the local governments could not demonstrate tangible results in terms of social and infrastructural development of the local areas under their jurisdiction.
The state of governance had remained abysmal as reflected from the audit reports and widespread public perception and numerous complaints of mal-administration, nepotism, misutilisation of funds etc, therefore, under these circumstances the provincial government deems it appropriate to redesign the local government system that is closer to aspirations of the common man. The Deputy Speaker put the bill to the house who adopted it unanimously.
