Managing Director (MD) Oil and Gas Development Company Limited (OGDCL) Shah Mahboob Alam has decided to sack some officials working at key posts. They were appointed during the tenure of the then MD, Zahid Hussain, Business Recorder has learnt.Sources said that these appointments were not made on merit.
The MD has already sacked General Manager (GM) Policy Zeeshan Asmatullah, a nephew of former chairman board of directors of OGDCL Farooq Rahmatullah. Some other officials working at key posts are now in the line of fire. Auditor General of Pakistan observed in its report for the audit year 2009-10 that GM Project was not appointed as per rules and regulations.
As per advertisement published in newspapers on April 19 2009, the General Manager (Projects) to be appointed in OGDCL should have at least 20 years experience in oil and gas field projects and minimum 10 years of experience at senior management position. The prescribed qualification for the post of GM (Projects) was masters in Petroleum/Mechanical/Electrical Engineering.
OGDCL appointed a General Manager (Projects) at a monthly salary of Rs 400,000 on a three-year contract vide letter dated July 15, 2009. He joined OGDCL on August 27, 2009. His curriculum vitae (CV) and other documents revealed that the officer possessed a bachelor's degree in petroleum instead of masters degree in the same discipline.
The officer did not possess the requisite experience in the field of oil and gas field projects as prescribed in press advertisement. This resulted in what sources said an irregular payment of Rs 1.8 million on account of salary for four and a half months due to "irregular appointment".
The matter was reported to the management on November 17, 2009 and to the ministry on November 24, 2009. The management in its reply dated December 24, 2009 stated that the concerned officer was appointed due to his diversified experience from which the company could benefit effectively. The ministry found the reply from the management unsatisfactory.
The DAC meeting was held on December 31, 2009. The management intimated that although the officer had applied for a higher post, he was, however adjusted against a lower post in accordance with his qualification and experience. The DAC directed that the matter be verified with reference to the departmental contention.
