Implementation Commission for 18th Amendment has completed phase-I envisaging the transfer of 28 ministries and their departments to the provinces, Business Recorder has learnt. According to reliable sources, Implementation Commission has decided to complete the transfer process of ministries and departments by June 30, 2011 in a phased manner.
They said that the Commission has already given directions to the Establishment Division to prepare different legal options keeping in view the decisions of the Supreme Court. The Federal Government may give these options for readjustment of its employees.
Implementation Commission has discussed as many as 28 ministries. The Commission discussed ministries, including Labour and Manpower, Culture, Youth Affairs, Textile, Communication, Zakat and Ushr, Food and Agriculture, Environment, Port and Shipping, Science and Technology, Water and Power, Narcotic, Communication and others.
According to Eighteenth Amendment Act 2010, "The Concurrent Legislative List and the entries thereto from 1 to 47 have been omitted. Two to three subjects of Concurrent List has been placed in Federal Legislative List Part-II. The Council of Common Interest (CCI) would deal with Federal Legislative List Part-II".
Implementation Commission met on Tuesday at Parliament House under its Chairman and Advisor to Prime Minister on Inter Provincial Co-ordination Mian Raza Rabbani. After the meeting, Raza Rabbani told newsmen that all ministries and their departments under 18th Amendment would be transferred smoothly to the provinces by June 30, 2011.
He said that for the first time, 50 percent rights of the provinces on minerals and natural resources were accepted. Rabbani said that the process of transfer would continue in phases and the Commission would complete its work before 30th June 2011. "We ensured provincial autonomy and in this regard we will not tolerate any hurdle in this process," he said.
