The Sindh government is going to revise the Rs 115 billion Annual Development Plan (ADP) 2010-11 for providing relief to the flood affectees and reconstructing the infrastructure damaged by record-breaking super flood, it is learnt. Besides, the funds earmarked for special developmental packages announced for different district governments including Karachi, Hyderabad, Larkana and Sukkur would also be diverted for relief and rehabilitation of the flood survivors, sources told Business Recorder on Monday.
The federal government had also announced to stop funding the ongoing public sector development projects (PSDP) in all the four provinces for the sake of facilitating the flood hit poor people in restating their lives. The centre has also instructed the provincial governments of all four provinces to rework their respective ADP for the fiscal year 2010-11 so that collective efforts could be made to ensure early rehabilitation of flood survivors and redevelop the infrastructure in the flood hit areas, sources said.
Under Rs 115 billion Sindh's ADP 2010-11, 1,766 ongoing schemes with a cost of Rs 72.68 billion were being funded. At least 458 new schemes were included in the development plan with Rs 4.79 billion funding, they added. Sources said that finance and planning and development departments had been asked to identify the schemes and recommend the stoppage of funds, which were not necessary. The funding of only schemes that were near completion would be ensured.
In this regard, a meeting of the Sindh government officials would be held shortly to revise the ADP 2010-11, they said, adding that a Relief Package for the flood survivors and their rehabilitation would also be announced by the president or the prime minister soon.
Moreover, the funds of much-enhanced MPAs priority program by Sindh government, comprehensive school system Rs 5 billion and special development packages of Rs 28 billion announced for Karachi, Hyderabad, Larkana and Sukkur district governments would also be diverted for the rehabilitation of flood victims.
Further, sources said that the officials of education and revenue of departments had been directed to carry out the survey of flood affected districts including Sukkur, Kasmore-Kandhkot, Jacobabad, Larkana, Shikarpur, Khairpur and Dadu so that the reconstruction and rehabilitation works could be started after removal of flood water from the districts affected by it.
