Partly Facetious: Why doesn't government outsource collection of relief funds?

"So the two leaders are together again."
"Nawaz Sharif and Prime Minister Gilani?"
"Yes and I wonder if Gilani has the blessings of President Zardari?"
"Silly question that! Gilani is unlikely to do anything without the President's blessings."
"Nawaz Sharif says he is not politicking and the new deal is to support the flood victims."
"Do you believe there is no politicking?"
"Well, the government was floundering and no one was willing to put any money into the kitty because of the trust deficit."
"So with Nawaz Sharif in the picture, the people of this country would be willing to invest in relief activities?"
"That's the plan."
"Do you think it will work? I mean granted that the PM relief fund has collected only 4 million rupees while the CM (Punjab) relief fund has collected 27 million, but the latter account also includes donations by PML (N) members."
"So you reckon the people would not be impressed even if the committee to distribute assistance is headed by those renowned for integrity."
"Yes and the other thing I would like to mention is that the members of the committee or whatever they want to call it, would not have the necessary experience to launch such an ambitious programme."
"But they need to do something!"
"I would suggest outsourcing to someone already engaged in such activities, requesting all government agencies to answer to that particular some one and..."
"Who are you thinking of by the way?"
"I am thinking of Edhi. Let the government distribute funds through his network and let me remind the government that instead of a PM or a CM, or a President relief fund, it maybe appropriate for all to donate to the Edhi fund and I am sure service delivery to the affected people may improve considerably."
"But then what would the government do?"
"Support."
"But then, there would be no political outcome..."
"There is that dirty word again, but let Nawaz Sharif follow what he preaches: let us not go into politics at this stage."
"That's not a political maxim is it: follow what you preach."
