Rules and regulations pertaining to appointments are being flouted by Oil and Gas Development Company Limited (OGDCL) to fill two key vacant posts in legal wing, Business Recorder has learnt reliably. Sources revealed that Human Resource Committee (HRC) of OGDCL Board has approved the appointments on the posts of General Manager (GM) Legal and Manager Legal Corporate.
These two candidates do not meet OGDCL''s criteria on appointments, they added. "Member HRC additional secretary Ijaz Chaudhry is still to sign the letters of appointment of these two candidates," sources maintained. "The candidate for post of GM is required to have relevant experience of 24 years and the successful candidate on this post does not possess the required experience," sources said.
Although, the other successful candidate has a Law degree, she also does not have the requisite years of experience required. OGDCL management has deemed it appropriate to fill these vacant posts at a time when the National Assembly Standing Committee on Petroleum and Natural Resources is investigating its past irregular appointments and has sought a detailed report in this regard.
During the meeting held in July in OGDCL house, NA body expressed serious reservations upon learning that several officials were working despite the decision to terminate them had been taken by the Board. The OGDLC has reportedly become hostage to officials appointed either on deputation or contract and this practice has blocked the internal promotions of company employees. "It is generalised rule that OGDCL has to hire the employees on deputation or contract if they lack manpower," sources said adding that political appointments were being made either by deputation or contract depriving company employees of promotions.
Sources said that Board of Directors (BoD) of OGDCL in its meeting held last month expressed serious concern over the deputation of some officials at key posts with hefty packages, who failed to meet the criterion of 15 years work experience. In yet another case of violation of rules, a senior government official has recently been deputed to a key post, denying company officials a promotion. According to sources, that official has been deputed despite the fact that OGDCL management had withdrawn his requisition.
