Provincial governments will revise their budgets to create fiscal space for reconstruction work once the damage needs assessment (DNA) of flood affected areas is completed and losses determined. Officials of provincial governments on condition of anonymity said all the provinces had been sharing the financial burden of rescue and relief operations to flood victims with the federal government; and the cost sharing of Watan Cards on equal basis is an example of this, they said.
They added that total revenue generation of the provinces is only 15 percent while the remaining 85 percent of their resources are collected on their behalf and transferred to them by the federal government. An official of the Sindh government also on condition of anonymity ruled out giving financial responsibility to the federal government.
