Deputy Chairman Planning Commission Dr Nadeem ul Haque chaired the first meeting of transition team on power sector reforms, in Lahore on Friday. The meeting was attended by Dr Khaqan Najeeb, DG Economic Reforms Unit, Shahid Sattar, Advisor, MoWP, Rasul Khan Mahsud, MD Pepco, officials and power experts, including Iftikhar Khalil and Abdullah Yousuf.
In pursuance of the government's commitment to the power sector reforms, the Planning Commission arranged a two-day workshop on power sector reforms in Islamabad on 4th & 5th October 2010. The workshop recommended the formulation of transition team to make arrangements for the implementation of power sector reforms.
In the meeting, mechanism was laid down to ensure that each stakeholder complies with respective components of the power sector reforms plan. The decisions taken by the transition team are as follows:
1 Technical audit and heat rate determination of all Gencos will be done by an independent agency.
2 A proper fuel management and accounting system for each Genco is being devised for reduction in fuel leakage.
3 All companies to prepare details of their cost saving measures by next meeting.
4 Bidding documents for smart meters will be prepared within six weeks.
5 The Discos will complete customer classification process in 50 days through local individual companies/universities.
6 The hiring of a management consultant company to assist in preparing proper business plans was decided.
7 It was decided that draft of new electricity law should be prepared.
8 Good corporate governance will be ensured in all Discos and Gencos. Independent and professional boards will be inducted.
9 Advisory panel will be appointed and arrangements will be made for its interaction with steering committee, chairperson of transition committee.-PR
