The government on Tuesday said it implemented as many as 15 proposals of Aghaz-e-Huqooq-e-Balochistan Package (AHBP), whereas 12 proposals are at the advanced stage of implementation.
A brief of the Establishment Division for Senate Standing Committee on Cabinet Secretariat, Inter Provincial Co-ordination Committee and Special Initiatives stated that the AHBP covers reforms in a number of areas - constitutional, administrative, political and economic matters whose 61 policy proposals are in different stages of implementation. Several of them have been fully implemented despite multi-faceted challenges, whereas 34 proposals are at various stages of implementation.
According to the brief for reviewing progress and taking decisions regarding future steps for ensuring timely implementation of the package, around 10 meetings have so far been held and a number of steps taken for implementation of the package to alleviate the sense of alienation and deprivation in the province.
The meeting was informed that federal government had released Rs 1 billion each to the government of Balochistan on account of flood relief ad rehabilitation and settlement of Internally Displaced Persons (IDPs) of Dera Bugti. On account of employment, the meeting was informed that so far recruitment letters have been issued to 4,782 candidates from Balochistan and 7,500 applications have been received from the youth of the province for internship programme.
The Ministry of Labour has sought release of Rs 169 million from Ministry of Finance to provide training from 4,000 to 5,000 labours from Balochistan in different trades with the purpose to send them abroad to meet the country's demand. The meeting was told that as part of the BISP, monthly cash grant of Rs 1,000 per family is being provided to beneficiaries of Balochistan, which were earlier identified by parliamentarians. So far Rs 297 billion have been disbursed from October 2008 to June 2010. The BISP has now improved its beneficiary identification mechanism by resorting to internationally recognised Poverty Scorecard Survey.
A test phase of the survey was earlier completed in three districts of Balochistan (Kech/Turbat, Muskhel and Killa Saifullah). Cash grants of Rs 1000 per month per family has been given to the 13,133 beneficiaries of these districts with total amount of Rs 156.3 72 million disbursed under this poverty scorecard format.
The committee was informed that poverty survey has been completed in 22 districts of Balochistan by the Population Census Organisation (PCO) on priority basis. Presently, the data entry is being done by Nadra; following with disbursement will begin for the beneficiaries of these districts also.
