PAC directive to Establishment Division: 'no position after expiry of official tenure'
National Assembly's Public Accounts Committee (PAC) on Thursday expelling the Director General Pakistan Broadcasting Corporation (PBC) from the meeting directed the Establishment Division to issue directive for shutting the doors on such government officials who have been occupying their posts despite expiry of official tenure.
Chairman of the PAC Chaudhry Nisar directed the federal ministries to freeze the salaries and privileges of all those government functionaries who have been holding public offices even after expiry of their contract/retirement. The committee bashed the establishment division for giving undue favour to certain officers occupying the lucrative posts by violating the services rules and regulations.
Committee was informed that presently, Director General Pakistan Broadcasting Corporation (PBC) Murtaza Sulangi, Chairman Pakistan Agriculture Research Council (PARC) Zafar Altaf, Director General Health and Chairman SME Bank have been occupying their posts without any justification.
The meeting held with Chaudhry Nisar Ali Khan in chair took up audit paras and financial accounts of Ministry of Information and Broadcasting, Interior and Finance Division for discussion. The PAC Chairman expelled DG Pakistan Broadcasting Corporation (PBC) Murtaza Sulangi from the meeting as the DG has been holding the public office illegally since last six months after the end of his tenure on June 15, 2010.
The officer did not get extension from the competent authority. Nisar questioned him under what provisions of services rules he has been occupying the office and sitting in the committee meeting. Afterward, chairman asked him to leave the committee meeting.
Earlier, Secretary for Information and Broadcasting, Sohail Mansoor justifying Murtaza Sulangi said that Prime Minister Syed Yousuf Raza Gilani had allowed DG PBC to continue public office till further order. However, secretary failed to produce before the committee any written directive of the prime minister in this connection.
In another desperate attempt to save the DG, secretary information stated that he has been sitting in the PBC on the verbal orders by federal minister for Information and Broadcasting Qamar Zaman Kaira. It seemed that the PAC was not convinced with the secretary's statement and directed the secretary to issue relieve order of DG PBC immediately and recover the last six months salaries and all privileges given to the concerned officer.
