Lahore High Court Rawalpindi bench has directed Ministry of Labour and Manpower to take Pakistan Overseas Employment Promoters Association (Poepa) on board on the issue of raising fee on different accounts from overseas employment promoters.
Poepa had filed a petition against Ministry of Labour and Manpower after raise in fee for overseas promoters. According to Emigration Rules 1979, government had decided to charge ten thousand rupees per annum for renewal of license, one hundred rupees for stamping agreement and non-refundable application fee of one thousand rupees.
But, Ministry of Labour and Manpower had issued notification regarding raise in fee to be charged from overseas employment promoters on different accounts on July 30, 2010. According to notification, government had increased renewal fee of license of promoter from Rs 10,000 to Rs 15,000 per annum, non-refundable application fee from Rs 1000 to Rs 5000 and Rs 100 to Rs 1000 for stamping agreement. After raise in fee on different accounts, Poepa had filed a case in Lahore High Court bench.
The Court in its decision has ordered Ministry of Labour and Manpower that "it is directed to the respondents (Federation of Pakistan through secretary Ministry of Labour and Manpower and (ii) deputy secretary (E) Ministry of Labour and Manpower Islamabad) that if petitioner (Poepa) moves a representation showing the grievances, it be provided proper hearing and while taking its contention into consideration sympathetically, if possible, the grievance be redressed in accordance with the law."
