In a New Year's message, Zhou reiterated that the People's Bank of China would implement a prudent monetary policy next year and make its policies more targeted and flexible. Chinese consumer price inflation rose 5.1 percent in the year to November, a 28-month high, and the central bank has raised interest rates twice in the past three months.
