Rehmatullah Kakar resigned as Minister for Housing on December 15 last year following Jamiat Ulema-e-Islam-Fazal (JUI-F) decision to part ways with the ruling coalition, but Senate Secretariat record shows he is still leading the ministry.
On Tuesday, Senator Professor Khurshid Ahmed of Jamaat-i-Islami and the JUI-F's Senator Ismail Buledi pointed out to the anomaly during question hour that Kakar had resigned as Minister but the Senate Secretariat writes his name as Minister for Housing. Moreover, Kakar has given written replies to five questions of the members relating to Minister for Housing, which irritated Buledi, saying that Kakar has already resigned as the minister hence Senate Secretariat should stop writing him as minister.
He also asked the government to give reasons for not accepting Kakar resignation. Buledi also urged the Chairman Senate Farooq H. Naek that as the JUI-F has parted ways with the government separate seats should be allocated to the party senators on the opposition benches.
Professor Khurshid also questioned the Senate Secretariat for penning down Kakar as minister in its record. However, Kakar, while giving explanation said that he had resigned on December 15, 2010 while the question was received by the Senate Secretariat on December 01, 2010.
Kakar in a written reply told the House that Federal Government Employees Housing Foundation (FGEHF) was planning to launch two schemes for federal government employees in near future after fulfilling the requisite formalities. He said that Sector F-12 was allocated to FGEHF by the then Prime Minister in 2004.
However, he added that CDA has shown its reluctance in handing over the sector due to heavy encroachment and huge demand to the tune of Rs 40 billion to get the sector vacated. He said that the ministry will chalk out a plan in consultation with CDA for shifting the scheme from this area to other zone of Islamabad.
A draft summary for allotment of sector F-14 was initiated in line with sector F-12 which will be considered after launch of other upcoming schemes of the housing foundation. The criteria for allocation of quota of plots to various government departments in Phase-IV was determined on the basis of past precedence and number of prospective applicants and the same was approved by the executive committee of Housing Foundation in its 73rd meeting held in November 2003.
He further said that a project to provide housing facilities to the government employees posted at Karachi was also under progress. However, various expressions of interest have been floated from time to time to extend the housing facilities in other cities of the country while no project has finalised yet.
