As many as 12 institutions of Ministry of Social Welfare and Special Education will be merged in federal organisations, it is learnt. Ministry of Social Welfare and Special Education would be transferred to the provinces this month under 18th Amendment of the Constitution.
According to documents available with Business Recorder, the Ministry proposed to the Implementation Commission, which was constituted to ensure smooth transfer of federal ministries to the provinces, to merge its 12 institutions in federal departments.
Pakistan Bait-ul-Mal, National Library and Resource Center Islamabad, National Council of Social Welfare (NCSW), The National Institute of Special Education, National Training Center for Special Persons, National Braille Press, The Women Welfare and Development Center, Social Welfare Training Institution, National Trust for the Disabled (NTD), National Council for Rehabilitation of Disabled Persons (NCRDP), Trust for Voluntary Organisations (TVO) and Centres and Institutions of Special Education in Islamabad will be merged in federal organisations.
Ministry of Social Welfare and Special Education recommended to the Implementation Commission that Pakistan Bait-ul-Mal be placed under Cabinet Division. It was also proposed that National Library and Resource Center Islamabad, TVO and National Council of Social Welfare (NCSW) be placed under the Planning and Development Division.
The National Institute of Special Education, National Training Centre for Special Persons, National Braille Press, The Women Welfare and Development Center, Social Welfare Training Institution, Institutions of Special Education in Islamabad, NTD and NCRDP would be attached with the Islamabad Capital Territory (ICT) administration, Planning and Development Division.
It was also recommended that organisation of the Ministry working under International Treaties/Conventions and agreements could be placed with Ministry of Human Rights, which could interact with UN and other organisations. Similarly, some of the conventions and optional protocols including Convention on the rights of the child, its option protocol and SAARAC Regional commitments related to children, Human Rights Convention and optional protocol and Convention on the rights of persons with disability and its optional protocol may be dealt with by the Ministry of Human Rights.
For this purpose, the Implementation Commission has decided to constitute a committee comprising of Secretaries of Cabinet Division, Establishment Division and Inter Provincial Co-ordination (IPC) Division and Justice Muhammad Raza Khan (Retd), Expert should examine the matters about merger/appropriate placing of various organisations performing identical functions.
According to documents, a total of 114 centers are working under the Ministry and as many as 14 working under development projects to the provincial government, AJK, FATA, GB and ICT administration along with the assets, liabilities and personnel. The Ministry has 7495 sanctioned positions, in addition to 253 positions in various development projects. Actual strength is 6158 employees under current budget and 214 employees under development budget. Against a total budget of Rs 2361.094 million, the non-development budget stood as Rs 2253.474 million and the development budget amounted to Rs 107.620 million.
