The Auditor General of Pakistan (AGP) has asked the Federal Board of Revenue (FBR) to explain the inadmissible payment of special allowance (double pay package) to the tax officials under the Internal Job Posting (IJP) process, without reviewing the performance criteria of the officials after 2 years.
Sources told Business Recorder here on Monday that the FBR has to review the performance criteria of tax officials after every two years before extending the double pay package to the tax officials. It has been objected that inadmissible double pay package has been extended to tax officials without conducting performance review as required under the IJP.
The FBR is compiling information from the Large Taxpayer Units (LTUs) and Regional Tax Offices (RTOs) for finalisation of comments on the issue. Responding to the objection of the AGP on irregular payment of special allowance, Regional Tax Office (RTO) Islamabad said that the selection for IJP is governed by Circular No 01 of FBR dated October 31, 2006 as reinforced by the Policy Guidelines for IJP process dated December 15, 2007. The review of performance of officers/officials for two years is not required. Furthermore, appraisal of IJP selectees/officers is conducted regularly with regard to their performance, conduct and discipline. The RTO further said that the Circular dated July 6, 2007 was issued by Human Resource Management (HRM) Wing of FBR and was not implemented by the Administration Wing of FBR. The AGP desired copy of approved IJP Guidelines as approved by the Finance Division. The departmental accounts committee (DAC) observed that the issue under discussion primarily pertains to AdminWing FBR, therefore, the same may be attended by the said Wing. The committee desired that the AdminWing of FBR may clarify whether the Circular issued vide NO.1(3)M(HRM)/07 dated 06-07-2007 by the HRM Wing is valid or otherwise and provide the said clarification alongwith IJP Guidelines approved by the Finance Division to the AGP.
The RTO Rawalpindi said that the selection for IJP is governed by Circular No 01 of FBR as reinforced by the Policy Guidelines for IJP process dated 15-12-2007. The review of performance of officers/officials for two years is not required. Furthermore, appraisal of IJP selectees/officers is conducted regularly with regard to their performance, conduct and discipline. The RTO further said that the Circular dated 06-07-2007 was issued by HRM Wing of FBR and was not implemented by the AdminWing of FBR.
Responding to the audit observations, Model Customs Collectorate (MCC) Faisalabad said that the selection for IJP is governed by Circular No 01 of FBR dated 31-10-2006 as reinforced by the Policy Guidelines for IJP process dated 15-12-2007. The MCC further informed that the Circular dated 06-07-2007 was issued by HRM Wing of FBR and was not implemented by the Admin Wing of FBR. The Audit desired copy of approved IJP Guidelines as approved by the Finance Division. The DAC observed that the issue under discussion primarily pertains to AdminWing FBR, therefore, the same may be attended by the said Wing.
In response to audit observations of AGP, the Directorate General of Intelligence and Investigation FBR informed that the selection for IJP is governed by Circular No 01 of FBR. The appraisal of IJP selectees/officers is conducted regularly with regard to their performance, conduct and discipline. The committee desired that the AdminWing of FBR may clarify whether the Circular issued vide No 1(3)M(HRM)/07 dated 06-07-2007 issued by the HRM Wing is valid or otherwise and provide the said clarification alongwith IJP Guidelines approved by the Finance Division to Audit and Enforcement and Accounting Wing of FBR by January 31, 2011.
To another audit observation, the AdminWing of FBR informed that the officer has not been paid the IJP allowance during the period of suspension wef January 6, 2007. However, the same has been allowed to him wef August 17, 2009 after his regular posting in FBR as Secretary and selected through the process of IJP vide notification dated 18-08-2009. The DAC directed the AdminWing of FBR to get the stated position verified from Audit by January 31, 2011.
