The Pakistan Automated Customs Computerised System (PaCCS) shut down which had caused a furor in the market has again been extended till March 31 on the request of Chairman, Federal Board of Revenue (FBR). Agility, the owner of PaCCS had pulled out its staff who were responsible for technical assistance to over 30, 000 users and vacated their offices at the Custom House Karachi last Wednesday.
Agility had decided to shut down the system some time before Thursday because of the intolerable attitude of FBR on agreed implementation of the System across the country To beat the time and avoid a roll back of the system Chairman, FBR, Salman Siddique officially requested Agility not to halt the availability of automated container clearing services to stakeholders throughout the country with an assurance that the grievances of the company will be negotiated sometime during the month.
The Chairman, it appears realised the significance of the system when he received the official shut down notification from Agility. PaCCS is the backbone of Pakistan Customs which is tailored according to the requirements of Pakistan trade.
Since 2007, Agility has continued this one-window system to benefit stakeholders, including customs agents, importers and exporters. The stakeholders have expressed concern over the halting of this automated solution that eliminated direct contact between customs officials and stakeholders. The software developed by Agility is simple and user friendly.
PaCCS has been built on international standards to promote the trade and to automate customs procedures. The functionalities and capabilities of PaCCS system have an end-to-end automated solution covering all customs functions.
Due to the very nature of customs work, the system transcends its boundaries from customs procedures to other relevant organisations concerned with the clearance of international cargo, and various operators involved in the logistic supply chain, such as banks, carriers, and warehouse operators, etc.
