Police department: Supreme Court asks Punjab government to withdraw all shoulder promotions
The Supreme Court on Tuesday directed Punjab government to withdraw all shoulder promotions in police department, as there is no concept of elevating in rank under the law but just being done on political basis. A three-member bench headed by Justice Javed Iqbal with Justice Raja Fayyaz Ahmed and Justice Asif Saeed Khan Khosa directed the government to abolish the policy of pick and choose and introduce an appropriate mechanism baaed on merit.
The bench was hearing a petition of Punjab police superintendents and other officers against shoulder promotions, as they have been deprived of their legal right as a punishment of having weak connections with political elite. The court also directed that Officers on Special Duty (OSD) be appointed on the posts vacated by the shoulder promotees, besides ensuing new seniority list to promote officers under the laid down procedure.
The court ordered Punjab government to chalk out comprehensive promotion rules so that the deserving cases should not feel deprived and submit detailed report within four weeks "It is the new Pakistan...now political interference in the working of police should be stopped," Justice Javed Iqbal observed. Appearing on notice, Additional Inspector General Punjab Police Khan Baig informed the court that facility has been abolished.
However, counsel for applicants told the court that there were still 24 police officers, including a son of a noted journalist who has been promoted by superseding 13 officers and are still working on their new posts. The court directed the Additional Inspector General Police Punjab not to accept any pressure while taking principled stand on shoulder promotions within three days. "If you feel any problem, the apex court is there to help you," the bench maintained. The hearing was adjourned till March 11.
