A Special Committee of Senate on Saturday sought a detailed report on appointments made from 2007-10 in Sui Northern Gas Pipeline Company Limited (SNGPL) to remove their apprehensions. The committee, which met in the Parliament House with its convenor Syed Nayar Hussan Bokhari in the chair, also expressed dissatisfaction over a report submitted to the panel by the SNGPL, terming it incomplete.
The committee directed the concerned officials to come up with detailed reports regarding the appointments on its next meeting to be held on March 28. The committee members were angry over providing incomplete reports to the committee by the SNGPL officials, terming it as tantamount to misguide the Parliament and warned that serious action would be taken if it failed in providing accurate information in the next meeting. Convenor of the committee, in his observations stated the SNGPL falls under the Federal government and it should be ensured that all the provinces have been given proper representation in various appointments.
The committee members from small provinces including Shahid Hassan Bugti and Maulana Abdul Ghafoor Haidri, while pointing out provincial quota, made it clear that the company did not follow the merit and quota system in recruitment.
They stated that the quota specified under the Constitution for the smaller federating units always ignored, while recruiting in SNGPL. Bugti, while resenting the non-observance of the provincial quota, said that it was a sheer violation of quota and fundamental rights of the smaller federating units, which has further caused sense of deprivation among the people.
He alleged that most of people have been appointed in the company having fake degrees and domiciles, which should also be checked. The members pointed out that the company mentioned in the advertisement that preference will be given keeping in view the ranking of educational institution, on which the committee directed the company to abolish the condition in future.
Earlier, officials of the SNGPL informed the committee that under the reinstatement ordinance issued by the President last year; more than 800 employees were reinstated who were expelled from their jobs from 1996 to 1999 of which 635 were subordinates and 214 on executive cadres. They added that some people quit their jobs after receiving allowances.
Secretary Petroleum Imtiaz Qazi informed the committee that under an agreement of 1983, we are bound to provide gas to the industries for nine-month and not for the whole year. Convenor of the committee Nayyar Bokhari said that it should be made public if there is any such agreement, as the government and the gas companies earned bad name due to not making public the agreement. He said that the PPP government was victimised due to failure of these companies to bring the agreement to limelight.
