The government wants to put forward the clocks again this year. With a huge uneducated population this leads to confusion throughout the country. A better method is to change all office, school, factory, government, bank, ie all office/factory etc timings.
Say an office opens from 9 am to 5 pm, this would change to 8 am to 4 pm, and so on. This would have the same effect on power use, while not confusing the people and ourselves.
