Provincial cabinet of Khyber Pakhtunkhwa Monday constituted a committee headed by the Additional Chief Secretary (ACS) of the province to review accountability and performance of the revenue officials in the province. The committee will also decide details and restructuring of the revenue department.
Other members of the committee were included Senior Member Board of Revenue (SMBR), secretary establishment, secretary finance, secretary home and secretary law. The decision was taken in a meeting of the provincial cabinet held here with Chief Minister Ameer Haider Khan Hoti in the chair. Provincial ministers and administrative secretaries of all departments were also present.
Briefing the media here at Chief Minister's House, Provincial Minister for Information, Mian Iftikhar Hussein said that the cabinet has also directed the department of finance for sanctioning of fund in the budget for the proposed reforms in the revenue department. The committee was asked to present its report to the cabinet within a period of six weeks.
A cabinet committee constituted on the department in June 20, 2010 had proposed the bifurcation of the department into two departments of Land Management and Revenue. According to the recommendations, the committee proposed the devolution of the powers of the board of revenue at district and divisional level and introduction of amendments by the department of establishment in the nomenclature of the Revenue Officer and creation of 200 posts of patwaris and 81 Qanoongo for minimising burden on the formers and guaranteeing their availability to the general public.
The committee has also proposed the up-gradation of registration muharar to BS-7 and a head registration muharar with salary package equal to BS-11 at divisional level. Other recommendations were included equal opportunities of promotion to the superintendents of the SMBR like the superintendents of secretariat and assistant secretaries to section officers. Similarly, service rules would be amended to send employees that remain stick to one seat and even withdraw from positions.
The provincial cabinet also approved a suggestion of Elementary and Secondary Education Department of pasting photos of girls candidates on forms of matriculation forms to discourage unfair means cases in the province. The Cabinet also reviewed its past decisions regarding implementation of provincial assembly's resolution about environment, recommendations of the committee regarding reorganisation of Revenue Department, girls' photos on matriculation examination forms and cabinet's sub committee report on UIP Tax.
The Information Minister Mian Iftikhar Hussain said on October 15, 2009, the provincial assembly had unanimously approved a resolution with a demand to take measures of the trees of Aali, Batgram and Manshera, which were fallen due to land-sliding in forests of these areas due to October 8, 2005 earthquake. In the resolution, the Forest Department have been directed to take measures for disposal of these fallen trees to provide relief to forest owners and save losses to national kitty.
In order to implement this resolution, the Information Minister said that it was necessary to relax item No 6 of the provincial cabinet's approved policy on October 1, 2003 regarding wind and fallen trees. After relaxation of this policy item, he said, this resolution would be implemented. A high-level committee headed by Additional Chief Secretary was constituted to submit a report about it. The members of the committee are Secretary Finance and Secretary Environment.
To improve the provincial revenue and protect the interest of business community, the cabinet approved stamped duty between 0.5 to 0.75 against the existing 3 percent and agreed creation of 6 vacancies of Registrars to overcome the possible workload.
The cabinet also approved pasting of photos of females on the matriculation examination form and termed it mandatory to discourage unfair means cases. The cabinet also approved the recommendations of Health department of renaming City Hospital Kohat Road on the name of Lieutenant General Nasirullah Khan Babar Memorial Hospital, City Children Hospital as "Sifwat Ghayour Shaheed Memorial Hospital. Women Children Hospital as Moulvi Ameer Shah Qadri Memorial Hospital, Pabbi Tehsil Hospital as Mian Rashid Hussain Shaheed Hospital and Tehsil Headquarter Hospital Matta Swat as Zakir Khan Shaheed Memorial Hospital.
The cabinet was told that preparation work on registration ordinance 2011 of private educational institutions is underway. The cabinet was told that Rs 2 billion would soon be given to owners of the 1700 destroyed houses of Malakand division.
