Pakistan Muslim League-Nawaz (PML-N) chief Mohammad Nawaz Sharif on Wednesday sent a letter to Prime Minister Syed Yousuf Raza Gilani, demanding formation of a Judicial Commission to hold a thorough probe into May 02 US operation in Abbottabad.
"You are aware of the grave and extraordinary crises, relating to Abbotabad Operation, the nation is passing through these days. Pakistan Muslim League (N), at this critical juncture, like entire nation, strongly feels the need of setting up a Judicial Commission to thoroughly probe and look into the recent events so that people of Pakistan and international community are made aware of the complete factual situation," the PML-N's chief says in his letter to the Prime Minister. "Proposed composition, Terms of Reference and powers of the judicial commission are enclosed herewith.
"In view of the extremely serious crisis facing Pakistan and intense sense of insecurity and despondency amongst the people as a result of the US operation on 2nd May 2011, it is proposed that a Judicial Commission be appointed within three days under the Pakistan Commission of Inquiry Act, 1956 (the 'Act), comprising the Chief Justice of Pakistan as President, the four Chief Justices of the High Courts and the Chief Justice of Islamabad High Court as Members with the following terms of reference:
"1. To ascertain the full facts regarding the presence of Osama bin Laden in Pakistan and the US operation on the night of May 2, 2011;
"2. To determine the nature and causes of failures of the civil and military authorities in dealing with matters relating thereto;
"3. To determine whether there are any agreements, tacit or explicit, for allowing such US operations in Pakistani territory, and whether such agreements are legally and constitutionally valid; and
"4. To fix responsibility for and propose actions against persons responsible for the said failures compromising dignity, self respect and sovereignty of Pakistan and recommend remedial measures. "The Commission may for the effective performance of its functions, co-opt and summon any person in the Service of Pakistan and any other person to render such assistance to the Commission as it may require.
"The Commission shall formulate its own procedure as may be deemed necessary and shall have all the powers conferrable on a Commission under the Act. "The Commission shall complete its inquiry and submit its report to the Parliament, within a period of 21 working days from the date of its notification, the PML-N's chief added in the letter."
