A two-member bench comprising Justice Javed Iqbal and Justice Anwar Zaheer Jamali was informed on Friday that FIRs of missing persons were registered in different police stations. During the course of hearing, Inspector General Police, Islamabad, City Police Officer, Rawalpindi, and DIG Toba Tek Singh submitted their reports.
They informed the bench that SHO and other officers who earlier refused to launch missing persons' FIRs were suspended whereas court directives regarding registration of FIRs have strictly been observed. CPO, Rawalpindi Azhar Hameed Khokar informed the court that an FIR for the recovery of Haji Zafar Baloch was registered at Airport Police Station. He added that SHO of the police station, who refused to register the FIR on the complaint of Baloch's family, was suspended.
IG, Islamabad Wajid Durrani told the bench that on the complaint of Zohra Begum the FIR of Fazal Rab Pirzada was registered by Kohsar Police Station Islamabad. Pirzada disappeared in 2004. DPO Toba Tek Singh also confirmed before the court about the registration of Zafar Iqbal's FIR.
Justice Javed said police culture needs to be changed, adding that it was the responsibility of police officers to help people instead of creating road blocks. The bench ordered the police to register FIRs of those missing persons about whom the families have evidences. Justice Javed warned in case of non-compliance the IGP of that jurisdiction would be held responsible.
