Secretary Health Punjab, Mohammad Jehanzeb Khan has directed the officers of the department to take immediate steps for constitution of boards of management of autonomous institutions and teaching hospitals, saying three names for each category should be proposed for approval from chief minister Punjab.
He said this while presiding over the weekly progress review meeting of different sections of the department. The meeting reviewed matters regarding pending inquiry cases against officers, transfer/posting, migration of medical students/long leave of doctors and position of vacant posts of senior officers/doctors in different institutions.
Jehanzeb directed that all such matters should be computerised and online system must be introduced in the department so that instead of searching files, all information could be available on the click of a key. He directed that all awaiting posting officers must be posted before 30th June. He also directed to submit a list of such doctors whose leave has been expired but they have yet not assumed their duties. He directed that willing officers should be brought forward and patronised.
He also directed to computerise data of the doctors working in the department so that previous record regarding his posting/transfer and other relevant data must be readily available. He said that in future, medical superintendents of hospitals and EDOs Health would be posted after a performance agreement signed by the concerned officers. He said that any officer desirous for posting at specified posts has to sign this agreement.
The secretary health said that monitoring and assessment system is introduced as a support system and all the officers should work as team members. He said that there is always majority of good people in any institution and the number of bad people is always very few but they bring bad name for their institution. He further said that the process of learning and capacity building always continues. He observed that health department is a service provider institution and the attitude of doctors and nurses with the patients and their attendants must be very polite as the human behaviour plays a vital role in heeling the patients.
He directed that principals and Chief Executives of all autonomous institutions be asked to submit annual performance report of their institutions according to the law. Besides Additional Secretary Establishment Dawood Muhammad Khan Barech, Additional Secretary Technical Dr Mushtaq Ahmad Sulehria, Addl Secretary Administration Khursheed Ali Zaidi and officers of development and other wings attended the meeting.
