It was the best of times or so the Musharraf-Shaukat axis would have us believe. The axis was full of lies and sooner or later those lies were exposed. The colleagues were well-looked after by the friends of the then-regime. They are still in position of influence. It seems that the Almighty does forgive the sinners and adequately.
When will the bill be paid? It was Vaclav Havel, the former President of Czechoslovakia that gave to this world the concept of living in truth. He was in a communist jail when he graced this world with what came to be known as the silken revolution. Poultry and livestock were the preferred areas where they played havoc with the growth factor in economics. Growth is meaningless if it is based on cheating and worthless data collection or in some cases on opinions or in other cases on lies.
One of the cheating persons is at the moment in a position of authority and it was stated by him that the growth in the economy [in the livestock sector] was 1.2%. When the figures came out growth was shown as 9.2%. I confronted the person and he confessed at the falsification of data. That falsifier economist is again enjoying the spoils of dishonest loyalty. Whether they sleep well or not is immaterial. So with all the financial resources pumped in why was the livestock sector not working? There was the Prime Minister Shaukat Aziz programme [egoistic at best he had never seen the back side of a cow], there was the special initiative of Musharraf and there was the dairy development board whose only meeting that I attended I realised that the matter was not handled professionally.
The siphoners were in position. The New Zealanders came in and the Australians came in and the Americans came-all for the purpose of helping us and they went back after milking this nation and putting a lot of resource pressure on us poor Pakistanis. The one New Zealander that came became fourteen and we had to work for their dirt cleaning as well. Technicians back home they came as our lords and because of their white skin and our cultural heritage we were subjected to their tyranny.
The fault is ours. The fault is of our then overlords for begging and bartering our future away. I do not know why we think that the west will do our job for us? Why should they? The Australians came to help us in horticulture and the liaison Pakistani person [from NARC] was working for them and he has since been provided a job with the Australians for taking away our mango genetic material and passing it on to them. What was the price of a king's head during Cromwell's time? It was 4000 pounds and what is the price of giving away one's country's genetic material the answer is a job for the liars and the cheats in our system.
In my earlier arguments I had said that the livestock sector is going to be in difficulties. My assessment was based on the fact that the system was and is affected by the land allotment that was done at that time. The hype created by these three projects during the time of the Musharraf-Shaukat regime only pushed up the prices of milk. At that time the prices were reasonably low and inflation had been contained. Now the entire livestock sector is heated and in flames. The supply side was affected by two factors, amongst many more. The new landlords did not understand the concept of animal productivity. In fact some of them had no concept of lactating animals.
They were of the opinion that once they had bought the animal it would yield milk continuously. Nerds. The second was the Afghan War where the continuous stream of important genetic material has been going on since the time of the last government. Those that have no production system going will poach on neighbouring countries. As the consumption money was coming from the USA and the allied forces fund they could afford to do what they did-pay a hefty amount to the middle man and this finally filtered down to the livestock farmer. That means that all the dry animals are up for slaughtering. Do they understand the demand for the animals and the time it takes to create a breed and improvements in breeding stock? Pakistan is very poor so far as progeny animals are concerned, so genetic changes are difficult to incorporate once the breed is lost.
That is what the federal government's concerned people are doing to this country. They are doing their best to make public service into a private benefit. The story goes that per animal cost taken by the persons so involved was horrendously high and the only escape was when the secretary concerned was transferred. Gratefully the new person was ably working to stabilise. That still did not take care of the productivity of the (a) milk animal and (b) meat animals.
The Musharraf-Shaukat dependence on foreign animals could have been avoided but then there is no shortage of slaves seeking benefits from the power structure. The MNCs bought these animals from the Australians and these were supposed to be Australian freesia-Zebu crossed with our Sahiwal cows. The sum charged from the innocent was exorbitant and the mem cow's nakhras [as these cows were called] were so much that they were four times more than the planned water for the elite humans in the country. Let me explain.
The Pakistani individual is planned for 40 litres per day while the mem cows were planned for and mandatorily charged with 200 litres on a revolving basis-not on a one off basis as humans are planned in our country and imagine those that are without potable water. The cows for the elites were more important than the lives of the poor in this country. The eventual situation was that the animals were eventually purchased by a young entrepreneur for peanuts. Where will you get this water in Sukkur, in other places? One farmer In Sialkot dedicated one square [25 acres] to the ten animals that he bought. His results were catastrophic.
What about the other ingredients? If the HEC has lavished money on the animal education sector what are the results? Where have the resources gone? Frittered away I guess. Infrastructure does not lead to development of actions that induce productivity. Lies do not help! Who said that the country is the fourth or was it the third largest producer of milk? Who concocted these lies? I remain a gentleman to the last and forget names very easily and especially those that wallow in their own strengths of power. Poor and sickly thoughts do not make up for the reduction of poverty or for that matter poverty of thought and induced wishes. If that were so why is the price going the way it is? It will be in three digits pretty soon.
Get on with the opinions? Keep on finger pointing. Forget that those that have a stake in this country do not live in towns but in rural areas. That is where the roots are. Rootless people are in towns and cities. My dear sir's economics of everyday life matters. The powers that be have to help the hand of the President for he understands the options better than any in the present government. Economics can be made to be such an excellent exercise in the strength of the country.
Capitalism can and does work if the weakness and the greed of the humans are controlled. Let me say what I had always said that economics can be made to work in a cultural context and not in a given context. Livestock is more apparent than crops and that is why the interventions of the west so far as freesien cows are concerned is a non-starter. The MNCs can try it as often as it wants. They are part of an exploitative corporate sector only bothered about their own greed.
