Increasing unemployment is the dilemma of each and every country, whether it is developed or underdeveloped country but majority of the countries have already started working on it, using different approaches through short-term and long-term strategies.
In a country like Pakistan that is the 'paradise of talents' and where more than 50 percent population is based on the youth, the best approach to curbing unemployment is to develop the skills among the unskilled youth as lack of skills is making the youth dependent on the government employment opportunities that are obviously not possible as the government is unable to provide jobs to all at one time.
We have seen countries that involve more and more youth in their training or who transfer the responsibility rightly to the shoulders of their youth. At least they ensure a better future and with the passage of time are progressing rapidly. In other words, neglecting the youth is disastrous for any country. Thus, it is unavoidable that we must ensure a 'better today' and a 'guaranteed tomorrow' for our youth.
However, to cope with this serious issue, the Benazir Bhutto Shaheed Youth Development Programme (BBSYDP) has been launched like a miracle to create the skills among the talented youth of entire Sindh. It is a unique kind of programme that was never experienced by any government earlier in the history of our country.
The broad objectives of the programme are: 1. To train human resources in Sindh to cater to the needs of the public and private sectors in local and international markets. 2. To provide stipend to various categories of unemployed educated youth, with a view to providing them some income. 3. To provide quality training and certification to approximately 100,000 unemployed, educated youth in the first phase through technical and professional institutes and "on the job training" by the public and private sectors to increase their employability. 4. To provide linkages to the trained manpower with the local and international job-market and explore self-employment opportunities.
The short-term vision of the programme is: 1. Semi-literate and educated youth be provided employable skills to meet the demand of the local and international market. 2. Maximum available training institutes of the Sindh Government activated and equipped to provide the required training (where dormant, reactivated in stages). 3. All training material for tutors and trainees translated in either Sindhi, Urdu or English as per requirement. 4. Procedure for conducting and monitoring such trainings streamlined by institutes, Programme Monitoring Unit, and Provincial Co-ordination Unit. 5. Private and public sector co-ordination procedures and channels established. 6. Public awareness at the grass-root level of the BBSYDP.
